2021.10.26 02:07 jiagzh7732 Property Tax Really Comes: How to implement it? How big is the impact?

Property Tax Really Comes: How to implement it? How big is the impact? A few days ago, it was reported that in an article about common prosperity in August, it mentioned "actively and steadily advancing property tax legislation." From now on, this is considered a criticism. Otherwise, it would not be said in just a few days that in Haili, cities must be selected to conduct real estate tax trials for a period of five years.
Naturally, everyone will think of the impact on real estate, as well as the current real estate tax pilots in Shanghai and Chongqing.
Let's first look at the rules of the Shanghai and Chongqing real estate tax pilots:
https://preview.redd.it/4bwe5zl67qv71.jpg?width=968&format=pjpg&auto=webp&s=25588f5fdd013b4c3f427cbe812649921f3444ec
Frankly speaking, the rules of these two cities are perfunctory, and the tax base is quite broad. For example, Shanghai only levies taxes on the newly-increased population after the establishment of pilot.
To put it simply, for example, Zhang San had 90 houses before the reform, and these 90 houses were not subject to real estate tax; if Li Si bought two houses with a cumulative total of 220 square meters after the reform, with a family of three, deducting the per capita For 60 square meters of tax exemption, 60 square meters are subject to tax, and the tax is only levied at 70% of the transaction price. In fact, the tax burden is not very high.
Looking at Shanghai's property tax data in recent years (from the Shanghai Taxation Bureau), this property tax data also includes commercial real estate, with a scale of less than 30 billion a year. The scale of Shanghai's land transfer last year was 300 billion, accounting for less than 10%.
https://preview.redd.it/pfpo6r047qv71.jpg?width=840&format=pjpg&auto=webp&s=aad22e20043fa557a5d3bdc09242e2fc46183a82
The data of Chongqing has not been seen, and I believe the amount and proportion will not be so high that it is scary.
Therefore, the new pilot cities and detailed rules will inevitably expand the tax base, which means that real estate taxes may be levied on families or individuals who already own multiple houses in stock.
In terms of the number of pilot cities, apart from the current Shanghai and Chongqing (they also need to amend the detailed rules), it is about 10-12.
At present, many people talk about how many points tax rate is, basically they are alarmists. At present, our country has a regulation: "Interim Regulations of the People's Republic of China on Real Estate Tax" [If you are interested in searching by yourself]
After reading this regulation, we will understand why Shanghai is 70%, because the regulation stipulates that when the real estate tax is levied, 10~30% of the original value must be deducted to levy. The specific deduction ratio is set by the local government.
We will also know why Chongqing has a 1.2% tax rate, because the regulations stipulate that the highest real estate tax rate is 1.2%.
Therefore, if the two ministries do not revise this ordinance, it is difficult for the tax rate for personal residences to exceed 1.2%.
And why this is the trial period for 5 years, and this is precisely the maximum period of authorization stipulated by our "Legislative Law." This is also what I said during the live stream yesterday that our nationwide property tax legislation will not be implemented until at least 5 years later.
What I want to say is that in any organization, including our company, a good leader is to fully study the rules, use the process, and use the tricks to achieve their own goals. There is no need to secretly set tricks on people behind you.
Beganing to know how to use rules to achieve one's own goals is also a sign of improved administrative levels and a sign of stronger capabilities. A typical example is the long-arm management principle in the United States. There is indeed such a right in America's law.
Regarding the impact of real estate stocks, I think a researcher is very right. After all, this is not a good thing. How bad is this if you say it is not good? I don't think so. In the long run, real estate prices still depend on economic development, residents' income, population changes, land supply, and financial policies (down payment ratio, interest rates, etc.).
For example, even if Beijing and Shanghai impose a 3~4% real estate tax and the scale of land supply is not expanded, and the purchase restriction is abolished, people across the country can buy as long as they can afford it. Will the housing prices in the core areas of these two cities fall?
How much influence does it have on people with many houses?
It depends on where you are and how many houses there are. In Beijing, Shanghai, Guangzhou and Shenzhen, if you have 10 or 8 houses, it will have no effect on you; if you only have 1 or 2 houses with a total area of no more than 200 square meters, it will have no effect on you. Let alone you are in Nanjing, Hangzhou, Chengdu Xiamen. If you have many houses in Weifang, Jiaozuo, Langfang, Zhaoqing, Lianyungang, etc., whether there is a real estate tax, the impact will be small.
As for most of us, there is always a tendency: to pay too much attention to the changes in the wealth of the rich.
This year, Ali, Tencent, Meituan, etc. have all fallen sharply, and Nongfu Spring has fallen by as much as 30%. However, the founders of the them are still the TOP5 national rich man. Well, they are too rich. Let's look at one who is not so rich and has a bigger decline.
Yu Minhong of XDF which has fallen by more than 90%, is miserable, isn't it? Yu Minhong is now traveling around the mountains and rivers every day, and may not be in a good mood, but he won't worry about food and clothing. Can we do the same thing? We can not travel without work , not to mention just air tickets, accommodation, etc. which are too expensive to bear.
Therefore, don't go to see those who have too many houses waiting to be taxed. No matter how miserable they are, they live better than 95% or even 99% of people in China.
In terms of domestic policies, even if there is no real estate tax, the decline in the popularity of domestic second-hand housing transactions is like the lice on the bald head. If the real estate tax is superimposed, who will be the most affected? Just like the current developers, the most influential ones are those with high leverage and poor cash flow. People who own multiple houses are also those with poor cash flow. For example, those whose rental income cannot cover property taxes and monthly payments are the most dangerous.
Another affected group is those who are rich and like to collect houses, which will increase the cost of owning houses and reduce their enthusiasm for entering the market.
Another factor that we cannot ignore is that China is a very special country. We can focus on medical insurance, which is different from any country; another perspective is the tax exemption of retirement wages. Our retirees do not need to pay taxes even if they receive pensions from social insurance more than 5,000 yuan; however, In countries such as the United States and Germany, just like non-retirees, if their comprehensive income reaches a certain amount, they need to continue to pay individual taxes.
We all know that when we get old, our income will drop sharply. It is very good that the retirement wage replacement rate of retired employees in enterprises can reach 60~70%. Moreover, due to physical reasons, the elderly after retirement have basically changed from savers to pure consumers, consuming their savings. This phenomenon will lead to a decline in the overall savings rate on a macro level. This phenomenon has been studied by some scholars, and books about this phenomenon have also been published.
Now in such traditional strong first-tier cities such as Beijing, Shanghai, Guangzhou, Nanjing, Hangzhou, Chengdu, Xiamen, and other strong second-tier cities, there are many old houses in the city center, which are owned and lived by retired elderly people. Do you think real estate taxes can be imposed on these elderly people? From the perspective of the influence on the ruling party, does the expropriation against this group of people do more harm than good or do the advantages outweigh the disadvantages?
Not to mention taxation, many old houses from the 80s to 90s are all sponsored by the government addressing rain and sewage diversion, gas pipe renovation, facade renovation, etc. t, and the owner does not need to pay; and the communities built by hanging auctions after 200x, need to be sponsored through residential maintenance funds, etc., rather than government financial appropriations.
For many people, to the extreme, say, a 1% tax rate will not work, then try 10%, and if it doesn't work, it will be 100%. For this kind of people, I want to say try to stay away from people who are prone to extremes and stay away from people who like conspiracy theories.
The reality is that more often than not going to extremes, it is a process of compromise and balance. I believe the same is true for property taxes.

2021.10.26 02:07 DRK-SHDW Thoughts on scaling based on valley size?

I feel like it's quite a large problem in the game that time-limited events require the same amount of resources regardless of the size of the valley. Some events are basically impossible if you don't have enough people contributing (and some are literally impossible if they require you to send away for X amount of hours). It's of course not as bad (though still a little bit annoying) when the project has unlimited time to complete, but it feels quite bad that our valley is basically permanently barred from ever completing some events because we're relatively small. Any thoughts?

2021.10.26 02:07 throwaway1282922 I (15F) need help getting over a boy (15M)

Throwaway account because he uses Reddit and if he ever tries to look me up, my username of choice would be obvious to him. I'm on mobile so sorry about any formatting issues.
Basically, I've liked him ever since I saw him last year. We never spoke then but I thought he was really cute, but I didn't admit it to myself then. I hated (and still hate) the thought of being vulnerable with people like that. So I just ignored him.
However, we're in a school activity that takes up a lot of time outside of school, so he ended up talking to me a week before school started this year. It was really awkward and scary, but he always made me laugh and I started to open up to him. I've never made friends with someone that easily.
I told him that I liked him a few weeks into school and he said he liked me too. But he didn't want to date me because of bad past experiences, and I was ok with taking it slow. We would just flirt. I got a bit too confident though, a girl from another class asked me out on a date, and I thought she was cute so I said yes. I ended up feeling so guilty about it, I told him that night. Well, he basically told me he didn't really feel the same about me anymore, and he would rather be friends. I was so heartbroken, I changed my mind about the girl and told her I wasn't interested, but he still didn't feel the same. The next few weeks were actually excruciating. I just wanted things to go back to the way they were.
Anyway, that's starting to get a bit too long. To make a longish story shorter, he made a new friend in the class and I got really jealous. Over time though, I started to feel less badly about the whole thing. And I never held anything against the new girl he's spending time with. I think she's really nice. But to this day, I still can't talk to him without feeling bitter and angry. I feel like a child that throws a tantrum when she can't get what she wants. I don't even feel butterflies around him anymore, so why am I still jealous? He doesn't owe me anything. It's just ridiculous.
(You can tell this whole thing is just teenage drama garbage.. that's part of what's frustrating about it, it's just a waste of time.)
Any advice on how to actually get over him would be appreciated...
